1. Introduction

Laborers are the cornerstones that a society relies on for its development and stability. In order to provide service to the rapidly increasing labor workforce, our department was first established on August 16th 1988 (formerly known as Labor Affairs Bureau of Taipei County Government), consisting of 4 divisions: Labor Benefits, Labor Conditions, Labor Relations, and Labor Organizations. These divisions are formulated to handle matters such as: evaluation of laborer working conditions, labor dispute mediation, assistance for industrial union, occupational union and employee welfare committee, supervision on workers’ retirement pension fund, subsidy for laborers’ house purchasing…etc. In 1997, the Labor Safety and Health Division was established for the prevention of occupational accidents. To combat the rising unemployment rate, the 2 divisions of Labor Benefits and Labor Safety & Health were merged into the Employment Service Division in 2000. 2 years later, in 2002, the duty of working condition inspection was transferred from the central government to the local labor office, therefore it became the duty of the Labor Conditions Division. On Jan. 1st of 2005, due to the high unemployment rate, the Employment Service Division was expanded into the Employment Service Center (a second level unit), and the Disabled Employment Service Division was set up under the center. Later in 2006, with the increasing numbers of foreign workers and the arrival inspections, the Foreign Workers Service Division was started for the rapidly expanded workload. We then established the Labor Education and Recreation Division on March 1st 2009 in order to elevate the laborers’ knowledge and ability to catch up the rapid changes of our society. When the Taipei County was upgraded to New Taipei City on Dec. 25th 2010, the Vocational Training Center was also established, and later on Sep. 23rd 2011 we established the Labor Standards Inspection Office. After 5 years, on Sep. 2nd 2016, the Labor Conditions Division was transformed to Employment Security Division, and the Employment Service Center was transformed to the Employment Service Office.

The numbers of the laborers in New Taipei City is ranked as the most in Taiwan. We hope that through the all-round service, the vision of “Happy Work, Energetic Workers” can be achieved.
